In this paper they talk about how the government, but also organisations like the WFP have to do a ‘heavy prioritisation exercise’. The lack of international support can result in Uganda changing their refugee policy and pulling out of international agreements. They also describe recommendations to donors.
The Uganda refugee policy was seen by the international community as (one of) the most progressive in the world. The ‘Uganda model’ receives a lot of praise, however the financial support does not match this praise. As a result of underfunding, it is getting more difficult for Uganda to support the refugees, it has put pressure on national services and it causes tension between the refugee population and the host population. People are even going back to conflict areas, because they cannot survive in Uganda.
